How to perform ‘Umrah without being vaccinated

Question:

A man would like to perform ‘Umrah which requires a (COVID-19) vaccination, but he does not want to be vaccinated; so is it permissible for him to record (his name) with those who have been vaccinated despite not doing so and pay a fee to someome who will accept payment instead?

Answer:

It is permissible for him to pay money to get out of the vaccination, as for lying; I do not advise him to lie, but he can pay money instead of being vaccinated – if there is someone who will accept the money – and protect himself from the anticipated long-term side-effects with some money.

This is not bribery in his case, he is merely using his money to prevent himself from harm. If he believes that harm may result from this vaccination he may use his money to prevent himself from this harm by giving some to those who will accept it in order to avoid the vaccination he believes has long-term side-effects, as some have estimated. As for changing his name or registering in a different name, I do not advise it.
