The first person to build the Dome of the Rock was Abdul-Malik bin Marwaan, and this was a political move and not religious

Benefit:

And it has been reported that ‘Umar may Allaah be pleased with him prayed in the Mihraab of Daawud ﷺ in the front, and all of Masjid Al-Aqsaa, prayer in it is upon this mentioned virtue. As for the Dome of the Rock, ‘Umar may Allaah be pleased with him didn’t pray at it, nor the Sahaabah, nor was this Dome present over it at the time of the Rightly Guided Caliphs. Rather it was uncovered during the time of ‘Umar and ‘Uthmaan and ‘Ali and Mu’aawiyah and Yazeed and Marwaan, but when his son Abdul-Malik took power over Shaam (The Levant) their occurred fitnah between him and Ibn Zubair may Allaah be pleased with him. So Abdul-Malik wanted to divert the people away from Ibn Zubair so he built the Dome over the Rock and cloaked it during the winter and summer to entice the people to visit Bayt Al-Maqdis and busy them with this from their meeting with Ibn Zubair may Allaah be pleased with him.

Our Shaykh may Allaah preserve him said: “It’s a political move this Dome, not religious, a mistake, a Bid’ah”.

Benefited from: Shaykh, the Allamah, the Trustworthy Advisor, Abu Abdirrahman Yahya bin Ali Al-Hajuri – may Allah preserve him.
