A call for calm & patience to Indian Muslims unable to make Hijrah
Our Shaykh Abū Bilāl Al-Hadhramī -may Allāh preserve him- was asked the following question on 21 Rabīʿ Ath-Thānī 1441 (18th December 2019):
Question:
The Questioner says:
“The Indian Government has proposed that every muslim must verify their Indian heritage with proof of documentation tracing back to their (indigenous) ancestors. As a result; muslims in recent days have taken to the streets in protest, holding demonstrations in order to shutdown this proposal.
Fighting has broken out between police and civilians as a result and many civilians have been struck unnecessarily and with excessive force.
The muslims are now in a state of fear and grief. The strength of their faith has already been weakened due to the spread of ‘bidʿah’ and ‘shirk’, as you may know.
What is your advice?”
Answer:
Our advice is for them to calm down and not allow what has been mentioned to provoke them into taking to the streets, screaming in protests and demonstrations.
You are under the grip of a disbeliever that holds no mercy on you, an oppressor who perhaps does things like this in order to provoke the muslims in order to strike them. Thus, he strategically places upon them constrictive measures so they rebel and he can strike them down, as has occurred in other countries.
Upon this, the muslims must be aware of the plots of the disbelievers against them. This is a case of provovation. A provocation of these people so they take to the streets and he can strike them down. So concede to them what you are able to from commonground and outsmart them.
ودارهم دارهم ما دمت في دارهم
وأرضهم أرضهم ما دمت في أرضهم.
“Their home is their home as long as you are in their home.
Their land is their land as long as you are in their land.”
These matters require guile. Satisfy them with what pleases Allāh -exalted is He above all and The Most High- and what is permissible and does not harm your religion – and even if it harms your religion.
{ إِلَّا مَنْ أُكْرِهَ وَقَلْبُهُۥ مُطْمَئِنٌّۢ بِٱلْإِيمَٰنِ }
“Except for one who is forced while his heart is secure in faith.” An-Nahl 16:106
If you fear for yourself that which you cannot handle; whether it is linked to you or your wealth; that it be burnt, stolen or confiscated unjustly or it is linked to your wife; that she is imprisoned or that something impermissible is done to her or with regards to your children; this all falls under the type of compulsion whereby it is permissible for a person to comply to the request of his enemy – whether it is linked to himself or someone else according to the correct scholarly view.
{ إِلَّا مَنْ أُكْرِهَ وَقَلْبُهُۥ مُطْمَئِنٌّۢ بِٱلْإِيمَٰنِ }
Except for one who is forced while his heart is secure in faith. An-Nahl 16:106
So if you are compelled by something you cannot bear; Allāh, to whom belongs all praise; out of His Mercy has made for us an option whereby we can give in to the request of this criminal – and if we (do not and) are patient we are rewarded. So if they have imposed upon you anything that has been mentioned; sufficient for us is Allāh (alone) and He is a blessed Disposer of Affairs.
Although I cannot see where the infringement in this lies: ‘verify their Indian heritage with proof of documentation tracing back to their (indigenous) ancestors’. Where is the infringement? A person must verify his heritage through his ancestry and the documents that concern his ancestry; this is his father and this is ‘such and such’ etc.
If this is (all) that has been requested then there is nothing wrong with it, unless there is something else I have not understood.
There is nothing to prohibit them if they wish to check ‘are these people Indian citizens or not, are they indigenous Indians or immigrants. There is nothing to prohibit the Government monitoring these affairs.
If they want to verify and ascertain the heritage of its citizens by this, it is normal and should not lead to taking to the streets in protest.
Patience is good. Be patient because they want you to take to the streets in protest so they can round you up afterward. This is simply a form of provocation. If they had been patient it would have been better for them. Oh my brother, (understand) you are under (the rule of) a land of disbeliever.
I swear by Allāh the matter of hijrah and the call to make hijrah have not come except due to the likes of this meaning for whoever is unable to establish his religion.
Having said that; where else can these indigenous Indians go for example? So they must be patient if they are unable to make hijrah to another country. Even if they are (indigenously) Indians (they can still make hijrah) as the Makkans made hijrah from Makkah.
If they are unable to make hijrah from their land to another for the sake of Allāh then they must be patient with these oppressors.
{ لِيَقْضِيَ اللَّهُ أَمْرًا كَانَ مَفْعُولًا }
Until Allāh decrees a matter that has already been destined. Sūrah al-Anfāl 42
Upon this I advise with patience, just as the Messenger of Allāh was patient, because you are living amongst the disbelievers so it is upon you to be patient.
So, whatever is Mubāh, comply with them in it and whatever is prohibited do not comply with them in it – this is not permissible for you except it you are forced to – only, nothing else. Whilst your heart is filled with belief not whilst it is filled with what they are upon from disbelief in Allāh. So nobody is excused except if forced and as long as disbelief does not enter his heart.
