Paying zakat on money kept to build house

Question :

A person doesn’t have a house. Some relatives gave him money to build house. Then if it has passed over a year on that money, does he pay zakat on that ?

Answer :

If he own the money then he have to pay the zakat on that money if a year is passed over on that money even it is kept to build a house.
