When Allaah decrees an affair above the heavens, the Angels flap their wings in humbleness to His statement

حَتَّىٰٓ إِذَا فُزِّعَ عَن قُلُوبِهِمْ قَالُوا۟ مَاذَا قَالَ رَبُّكُمْۖ قَالُوا۟ ٱلْحَقَّۖ وَهُوَ ٱلْعَلِىُّ ٱلْكَبِيرُ

“Until when fear is banished from their (angels’) hearts, they (angels) say: “What is it that your Lord has said?” They say: “The truth. And He is the Most High, the Most Great.” [Saba’:23]

In the Sahih from Abi Hurairah may Allaah be pleased with him on the authority of the Prophet ﷺ, he said: “When Allaah decrees an affair above the heavens, the Angels flap their wings in humbleness to His statement, as if they were chains on a smooth rock until the end of that.

حَتَّىٰٓ إِذَا فُزِّعَ عَن قُلُوبِهِمْ قَالُوا۟ مَاذَا قَالَ رَبُّكُمْۖ قَالُوا۟ ٱلْحَقَّۖ وَهُوَ ٱلْعَلِىُّ ٱلْكَبِيرُ

“Until when fear is banished from their (angels’) hearts, they (angels) say: “What is it that your Lord has said?” They say: “The truth. And He is the Most High, the Most Great.” [Saba’:23]

So the ones (devils) who eavesdrop like this on top of each other, – Sufyaan described it with his hand and turned it sideward and spaced his fingers out and put the fingers of the other hand between them – so they hear a word and pass it on to the one below him, until they pass it on to the tongue of the fortune teller or magician. And perhaps they are hit by a shooting star before they pass it on, so they add 100 lies. So it is said: “Didn’t he say to us such and such a day such and such?! So that word which was heard from the heavens comes true.”

And from Nawaas bin Sam’aan may Allaah be pleased with him, he said: The Messenger of Allaah ﷺ said: “If Allaah intends to inspire a matter he speaks with the Divine Revelation, the heaven gives a cry – or he said a lightning strike – severe one out of fear from Allaah, so if the inhabitants of the heavens hear that they are overwhelmed, and fall into prostration. So the first one to raise his head is Jibreel, so Allaah speaks to him from His Divine Revelation with what He wills, then Jibreel passes the Angels, so everytime he passes a heaven the Angels of that heaven ask him: “What did your Lord say O Jibreel?” So he says: “The truth, and He is the Most-High the Most-Great.” So they repeat what Jibreel said, so Jibreel ends with the Divine Revelation to where Allaah commands.”

In it are Masaa’il (topics):

The First: Tafseer of the verse.

The Second: What is in it of proofs against nullifying Shirk, especially what is related to the righteous, and it’s the verse which it’s said: It cuts the roots of the tree of Shirk from the heart.

The Third: Tafseer of His statement:

قَالُوا۟ ٱلْحَقَّۖ وَهُوَ ٱلْعَلِىُّ ٱلْكَبِيرُ

They say: “The truth. And He is the Most High, the Most Great.” [Saba’: 23]

The Fourth: The reason for them asking about that.

The Fifth: That Jibraa’eel answered them after that with his statement: “He said such and such.”

The Sixth: The mention that the first to raise his head is Jibraa’eel.

The Seventh: That he says this to all the inhabitants of the heavens because they ask him.

The Eighth: That the overwhelming overcomes all the inhabitants of the heavens.

The Nineth: The trembling of the heavens at the speech of Allaah.

The Tenth: That Jibraa’eel is the one who lands the Divine Revelation to wherever Allaah commands.

The Eleventh: The mentioning of the eavesdropping of the Shayaateen.

The Twelfth: The description of them heaping on top of each other.

The Thirteenth: Sending shooting stars.

The Fourteenth: That sometimes the star hits before he passes it on, and sometimes he passes it to his companion from the humans before it hits him.

The Fifthteenth: Being that the fortune teller gets it right sometimes.

The Sixteenth: It being that he lies with it 100 lies.

The Seventeenth: That his lies do not come true (it is) only that statement that was heard from the heavens.

The Eighteenth: The soul accepting falsehood, how they cling on to one, and give no consideration with 100?

The Nineteenth: That they take that statement from each other, and memorize it and seek proof with it.

The Twentieth: Affirming the Attributes, in opposition to the Ash’aris who negate.

The Twenty-First: That that trembling and overwhelming is out of fear of Allaah.

The Twenty-Second: That they fall in prostration to Allaah.
