Seeking out the correct time for Fajr and not relying upon astronomical calculations

Question:

As it has become well known, many of those calling to the prayer in this time don’t investigate the entrance of the prayer times. It’s only by way of what had come through the official departments which rely upon astronomical calculations.

So the question is in what relates to the Fajr prayer:

Do we suffice by relying upon the prayer being called in the Masājid or do we seek out the correct time by adding twenty minutes behind the Adhān?

Answer:

What’s befitting is that the time of the true Fajr is sought out, as the entrance of the Fajr prayer is tied with it being observed.
And this differs from one country to another.

So they should exit to the country sides and the areas which do not have lights of the buildings and villages in the direction of the sun, so that the rising of the true Fajr can be observed.

As for the relying upon astronomical calculations, it’s not correct, the majority of the time is that it coincides with the false Fajr.
