How to perform punishment of Lashing

Clarify to us how the establishing of the Hadd (the legislative punishment) should occur for the one who is deserving of being lashed?
Answer :
The Shaykh hafidhahullah responded briefly by saying:
The affair of establishing the legislative punishment,it is something which is upon the muslim leader.
