When is the Khutbah for the salaatul Istisqaah (seeking rain)?

Question:

When is the Khutbah for the salaatul Istisqaah (seeking rain)?

Answer:

It came (in a narration) pointing to it being before the salaat, and this was from the hadith of A’aisha (may Allah be pleased with her). And it also came in another hadith stating it was after the salaat. So this affair is open to differing. But what appears to be more correct is that it is before based on the hadith of A’aisha, where it states the Messenger of Allah ﷺ came out to the prayer area and they brought out the minbar and he sat upon it and gave a speech to the people then he stood up and prayed. So this points to the fact that it was before the salaat.
